Yeah, that was Ser Loras Martel, Knight of the Flowers. I think he knows Stannis killed his lover, Renly, so it makes sense the Martells would probably side with Tywin. Also, there's another reason but you'll see next episode.

Yes, his name is Loras Tyrell. House Tyrell is very wealthy and their region is known for it's agriculture. Considering that many people in Kingslanding are starving, Tywin teaming with that house is smart AF. They got soldiers, food and revenge for Stannis, making them the perfect ally.
