Well, a little bit of informaton (anime cut off a lot of it), no actual spoilers just lore info. On each floor we have the Guardian (like Headon on the 1st floor, and that creature at the end), the floor ruler (second floor ruler is Evankhell. Thats why the floor is named Evankhell's floor), the test administrator like Han Song and a bunch of rankers which help the administrator to run tests. I have no idea why they translated "Guardian" as "the Administrator" meanwhile we already have Han Song as "test administrator". It could be translated like this (it's not incorrect ofc, the original word has this meaning also) yet in my opinion better to differentiate "an administrator" and "the Administrator" more. So I'll keep using "the Guardian" version. Actually the Guardian is godlike creature which gives the chosen rankers a title "floor ruler". Long ago Zahard (and the heads of the great families) climbed the Tower. They took tests from the Guardians. Later on, the authority of testing was tranfered to each floor's ruler. Then floor ruler hires test administrator and crew to run the tests. So basically since the Rachel can't participate in an administrator's test and the floor ruler seems to be absent they decided to go directly to the Guardian. Bam and his friends are not going to became administrators, rulerls etc. They just trying (it's up to Bam and the Guardian conversation now) to replace the test with another one. However, since the Guardians tests are difficult to handle they will move up onto next floor very quickly. Hope it helps somehow. ^^
