You met both those people, Siegrain and Ultear, back was Erza was "arrested." They also showed up on the first couple pages of the manga. Ultear's name gets a little complicated in the official translation. I'm happy to just call her Ultear, and her mother is Ul. But they translated Ul as Ur instead, so then Ultear is Urtear. Except she pretends her name is Ultear. But in reality she just has the one name, and wasn't pretending it's slightly different. It's because Japanese doesn't have a separate sound for L and for R, they just have one sound that's in the middle. (And is REALLY hard to learn to pronounce.) You may or may not remember Lyon being an utter piece of shit and asking Ul if he's not enough of a replacement for her child when they adopted Gray. Also, yes, the power of Lucy's spirits is directly related to her magical power level.
