Scootaloo is disabled. She can't fly because of her small wings. The show may not use the word "disability" or such, but that's very much what it is and what that one earlier episode was about with her becoming insecure about it because of Diamond Tiara's bullying and Rainbow Dash telling her she's awesome the way she is.
