Handlebarb and Cannonball are characters from Rhino Racers. Craig briefly mentions them all the way back in Season 1's Dog Decider, when he decides to use $20 his aunt gave him for his birthday to buy a Rhinelope (Handlebarb's costume) action figure instead of the binoculars the dog-prophet Fred chose for him. Craig's mom's Missy Elliott costume is specifically from the music video for The Rain (Supa Dupa Fly), which she briefly imitates the first time we see her.
