You mixed up the titles of episode 3 and 4 :/

Most of the more important characters are 2D, but I think that's mostly because they're easier to animate, especially in these early episodes. As the show goes on and Cartoon Network begins to feel more comfortable loosening the purse strings (and it really won't take long), more 3D and otherwise mechanically complex background characters move in to become prominent second-stringers.
