That, plus "СССР" (USSR) being on all their equipment, the red flag on the "Russian" table at the summit, and Thomas being from Kiev suggests to me that Thomas was born in the Ukranian SSR, the Soviet Union (and thus the KGB) having never collapsed, and sent to the RSFSR proper for his advanced training. What we're seeing here is the organizational capacity of the SOVIET intelligence apparatus in its Cold War prime. The constant references to "Russia" are just the due to American habit of ignoring (or not knowing) that there were 15 republics in the USSR and that Russia was just one of them.
