"Smokey" (and anything to do with "bears") is trucker slang for "cops", especially state highway patrolmen whose uniforms commonly include/included "campaign hats" similar to the kind worn by Smokey the Bear, the Forest Service's Wildfire Prevention mascot. Truckers like to keep track of "Smokey" because they're liable to get "bit" (ticketed) if they have to speed to make their delivery on time. This is part of the joke behind Muscle Dad's cause of death, which I'm not sure you caught: "put[ting] a cactus under a cop in a bear costume, who turned out to be an actual bear".
