I was originally going to put them all in costumes, but I thought keeping Annie and Charlotte in their normal clothes made them seem more like they were not playing along.

I tried to put Tabitha and Jesse in outfits that somewhat looked like them.  I thought Tabitha would rather be Sailor Venus, because she was the cool fashionable blonde (wasn't she even a movie star?).  Jesse as Mars was obvious.

Also keeping Annie and Charlotte in their normal clothes meant I didn't have to decide who they should be.  You could say either should have been Sailor Jupiter (who was both the tallest, and the one with the biggest breasts), or Annie should be Sailor Mercury (kind of the tech one).
