In old times men and women were forbidden to cut their hair, since it was viewed as a legacy from parents and thus something to be preserved,. As you can see even Aesin-s grandfather and all the other scholars had long hair. Cutting hair is big disrespect for both men and women. Especially worse when a man dares to cut woman's hair, and on top of that a woman who is noble. Dongmae did this in hopes that Aesin would get so humiliated that she wouldn't be able to come out in public, thus she wouldn't be able to do anything dangerous. Cutting woman's hair also means being cut of from her family, so Dong Mae was desperately trying to separate her from her family, since Lee Wanik was so interested in Aesin's origin. Also based on what period we are in, you have seen other characters cutting their hair, especially the ministers on the side of Japan. As Joseon accepts Western culture, people make changes to their clothes and appearance. So Dongmae takes away Aesin's choice, to decide when, how and if at all to westernize. For patriot like Aesin cutting her hair means taking away part of her patriotism.

Such a good explanation, Sammy. I thought he was trying to protect her, but I didn’t know all the significance. This show. It has done everything so subtle that I felt the violence of the moment of Dongmae cutting her hair. The love story between Eugene and Aesin has been such a slow burn as it would have been in that time period so any little glance or smile between them has become amplified. It’s the same for the violence of Dongmae cutting Aesin’s hair. That was a devastating thing to do, but he did it to protect her life because he’s loved her since she saved him as a child. The tears in his eyes killed me as well as Aesin’s acting at that moment. And the King hates Japan (probably not too fond of any foreigners), he’s completely powerless even though he’s King. We saw through his vision of the foreshadowing of what is to come that he knows he can’t save the country, but he still tries to do secret moves for his people. I’m not saying he’s a good guy, just it sucks to be him. Not really good to be any of the characters.
