Yes, the location is in the U.S.A. , Britannia is just the name of a country or kingdom in this storyline

It's never completely explored in the anime but you can think of it like this, the American Revolutionary War ended in failure and instead of the independence that happened in our timeline it remained as colonies. It then became the starting point of the new British empire after they lost Great Britain in following revolutions in Europe.
