The anime condensed things a lot so to give a bit more detail on what exactly Kikuoka and Higa are trying to create: They want to create AI with the same decision making and cognitive abilities as humans, that even if faced with unexpected situations can think on their own and come up with a solution to the situation on their own. They also want the AI to be able to prioritize certain values above orders, like Alice when she broke the Taboo Index to try and save someone. (Well we know that her actually breaking it was an accident, but she didn’t even stop to think about the taboo when it came down to it). On the one hand that’s because they need the AI to be able to understand that killing enemy soldiers is a necessity in war and be able to do so but also understand that outside of war scenario’s it’s something that should never happen. So they need to be able to prioritize different rules under different circumstances. On the other hand they want to prevent any situation where someone could hijack control over the AI and order it to attack Japanese facilities/troops or massacre civilians and stuff like that, they want the AI to be able to ignore orders when those orders go against certain moral codes, or things like international laws, just like a human soldier could refuse to obey orders in that situation. Also it’s not that important but the entire part of Asuna just logging in to ALO and informing the group about what is happening is anime original and actually kind of a plothole created by the anime. The Ocean Turtle is supposed to be cut off from the normal net and anything discussed there is supposed to be top secret military intel, so even if they have a way to connect to the internet they wouldn’t just let Asuna spread that intel around to random highschoolers inside the servers of a private company.
