Yeah what you mentioned about those comments disregarding Mina because she "just uses a big ass gun"...We have been shown that guns are affected by the release power. And from what we can gather from Hoshina's situation (unable to use guns) even with his release force, the power output from a gun in his hands probably won't be that effective due to his low aptitude for it. We have clearly seen that when Kikoru uses the standard Defense Force rifle, it is far more powerful in her hands than the rest of the rookies and even the no-name Division 3 veterans. So we can basically infer that a user's weapon aptitude and suit release power has a correlative effect.
