Luminus wasn't really meaning that Rimuru should avoid messing with her because she is much stronger than him. It is not about her power level compared to the all the other Demon Lords. Luminus holds a great deal of influence over the western human nations through her religion, Luminism. If a Demon Lord that rules over a nation of monsters tries to oppose her, it would be very easy for her to declare him an enemy of mankind. For Tempest, making an enemy of her is like making an enemy of all the nations in the west. Tempest is very strong but that would still be incredibly foolish. It is not hubris on her part as it seemed like you thought it was. Because of her position, Luminus can absolutely be a threat to Rimuru and what he wants to accomplish. A fight between Rimuru and Luminus would not just be Rimuru vs Luminus.

I wonder how the anime is gonna make up for skipping so much content, especially in S1. By this point we should’ve already known who the angels (generally speaking) are and what the The Tenma War is. Plus the anime mentions “The East” but they skipped over basically any background talking about the “Eastern Emprire” in the anime. Anime only watchers gonna be left in the dust and confused if the show doesn’t get on that shit real quick.

Yeah these things are going to have be explained as they come up rather than in advance in the anime, which is a shame because it makes it easy to miss some of the foreshadowing and worldbuilding. But I do understand that you can't give as detailed of explanations in an anime vs a LN. Especially with a storyline as complex and interconnected as Tensura.
