With respect to this issue of lobbying and think-tanks, Bruce Bartlett has written about this issue at length as well, as it relates to policy making and the Congressional research service. During the 1990s Gingrich, effectively cut 1,000 public sector jobs that were related to in-house policy making and research in Congress. Instead of doing the work in-house, the work instead gets farmed out to think-tanks funded by the private sector. So in addition to the PR and lobbying, much of the policy making has effectively been privatized. Not surprisingly a neoliberal process produces neoliberal policy. As far as AMLO goes, he sounds a lot like FDR.
