CellReader 0.14 (Patreon)

Why is the version number so different? More Play Store shenanigans, of course! But with 0.13, CellReader was finally approved by Google Play: https://play.google.com/store/apps/details?id=dev.zwander.cellreader.

0.14 just fixes some crashes present in 0.13 and lower, along with a slight tweak to cell info sorting.

The other changes since 0.11 are:

- More crash fixes.
- More reliable info refreshes/updates.
- Notification fix for Android 13.
- The ability to show cell infos even if there's no active subscription (i.e., no SIM inserted).
- A very convoluted permissions disclosure and grant process.
