There's a lot of terminology to Nanoha that gets confusing. Lost Logia (Lost Knowledge) is a general term for powerful ancient relics. Jewel seeds are Lost Logia, just like the Book is. Al Hazard was the lost world Precia was trying to get to. If I remember correctly, it predates even the Ancient Belkan empire and was even more advanced. Anything that does magic computation for a mage is called a Device. There's different types - Raising Heart and Bardiche are "Intelligent Devices" which have highly advanced AI. They're basically treated like people. Storage Devices have basic AI (most soldiers carry these), and the Belkan knights carry Armed Devices, which are not as intelligent as Raising Heart but have higher offensive capabilities. Finally there are Unison Devices, such as Reinforce, which combine with a user's Linker Core to provide an incredible boost to computation ability, but require a user to be compatible to be effective. The technology to make Unison Devices is theoretically lost until Hayate inherits the knowledge from Reinforce. As for where TSAB got the cartridge system, remember their job is to basically find and secure dangerous relics, so they likely had examples of Belkan devices in their vaults.
