Peggy becoming a supersoldier instead of Steve is just the same story with different roles (and hence not very interesting), but had Steve fallen down and become the winter soldier instead of Bucky, that would be substantially different enough to be exciting (even if the outcome was the same)?

So What If is an anthology series in the comics where literally they make random what if scenarios that become pretty crazy. Like in the comics, one of the most popular series was What If... Zombies? Where literally everyone was a bunch of zombies. There will be some more crazy stories that don't just copy the movies so dont worry guys. I think they did this first to ease everyone into the show in case people were skeptical and unsure. Just to give them something familiar before they go balls to the wall 🤣
