It literally is. The entire in-world reason for trapping the Straw Hats in there is to keep them contained and out of the way until they can be dealt with.

The closest story I've ever found to One Piece is the fantasy book series 'The Wheel of Time' by Robert Jordan & Brandon Sanderson. Just a complete masterpiece. There's a lot of similarities between them. Huge cast of unique and well thought out characters, intricate and cool magic systems, character development, world-building, and just an insane amount of planning and foreshadowing to the point you still make connections on your 10th re-read.
