They never said that the second legend is on this island. If you connect the dots it should be really clear who is meant. And the marines couldn't have known that Luffy enters the auction house (they were there before the auction even started according to Law) so this leaves only Rayleigh.

That’s debatable Luffy doesn’t have the highest bounty but that doesn’t mean Kidd is stronger. Kidd is more violent towards civilians then Luffy hence the higher bounty.

The power raylegh uses doesn't actually kill people , and it's not spoil since you had the name of this power stated when he saved Caimie and you saw it in previous episodes. When Shanks entered Whitebeard ship , he did the same power called Haki , and Whitebeard's crew said that weak people can't stay conscious when this power is activated.

Ruff is going to be so confused in the next few episodes. The revelations that happen in this arc are so many and all the story altering events that happen in such a short time. Sabaody is the hidden gem at the center of the One Piece fandom.

I keep forgetting how insane Oda is. So much stuff was set up in these episodes, some of which we've only recently got a resolution to, and these episodes aired in 2009.

To be fair, most people greatly underestimated Navy admirals before this arc. This arc is one of my favorite, it really shows why One Piece is different than most shônens. At the time this came out, absolutely no one predicted what this arc was gonna be.

there is constant references to things we(audience) gloss over when watching it earlier. Only notice them so much because have more context. That alone makes it fun to rewatch and watching good reactions extra fun.

Garp is a special case though. He's old so it's hard to gauge how he'd fare against an admiral, but dude's a legend. He defenitely was at admiral level before, not sure about now.

ruff when garp said you don't want to fight 2 legends He might be talking about Whitebeard since that's the war the Marines are preparing for at that time and why they can't bring all of their forces out to go after Rayleigh too.
