Remember from Episode 93, when they explain how Dance Powder works? There was a cartoony little animation with clouds with faces? Dance Powder induces rain for a particular area, it effectively steals rain cores from all surrounding areas, so places that normally get rain will get none. In the past, a certain country used it which caused droughts in the neighboring country, and they went to war over it. Many many people died in this war, so the world government made it illegal to the point of applying the death penalty. Also the king doesn't actually have any dance powder. When it rains in Alubarna, they called it the King's Blessing. But he's not actually causing the rain. It's just the regular (though sparse) rain that occurs naturally. Baroque Works took advantage of this and staged an incident in public in Erumalu where they brought in Dance Powder, spilled it, then pretended they were hired by the king. When regular people saw this, they thought, "Oh, the King's Blessing is just Dance Powder." Since Crocodile entered the country, there had been 3 years of drought. People thought "Hey, why doesn't the king use Dance Powder to save us?"

Sea Prism Stone is a little different from kryptonite, because you actually need to be touching it to affect you. The Sea Prism Stone in Smoker's jutte is only in the very tip, which is why he's normally unaffected. It also goes to show how much of a badass Smoker is, since he walks around using the one thing that can weaken and defeat him.
