To answer your question Oda does not write or advise the creation of any of the filler episodes in the anime. The only thing he does is draw the character designs for the filler episodes and movies and confirm to the writers which devil fruits he doesnt plan on using in the canon story so the writers can include new devil fruits in the filler arcs. the only non-canon content that Oda wrote completely himself is the One Piece Movie: Strong World.

Going back to the movies and specials, here's an easy list: OVA 1 (Defeat Him! The Pirate Ganzack!) after episode 8. Movie 1 after episode 18. Special 1 (Adventure in the Ocean's Navel) after episode 53. Movie 2 (Clockwork Island Adventure) after episode 61. Movie 3 (Chopper's Kingdom on the Island of Strange Animals) after episode 91. Movie 4 (Dead End Adventure) after episode 138. Special 2 (Once Upon the Great Sea! A Father's Huge, HUGE Dream) after episode 138. Special 3 (Protect! The Last Great Performance) after episode 219. Movie 5 (The Cursed Holy Sword) after episode 219. Movie 6 (Baron Omatsuri and the Secret Island) after episode 224. Movie 7 (The Giant Mechanical Soldier of Karakuri Castle) after episode 224. OVA 2 (Romance Dawn Story) after episode 384. Movie 11 (One Piece 3D: Straw Hat Chase) after episode 384. Movie 8 is a recap of Alabasta so you can watch that at any point after Alabasta. Movie 9 is if they went to Drum Island at a different point of the story and you can watch that anytime after 325. Movie 10 is the only one that is partially canon and has a weird placement to watch it. There is a short filler arc in the middle of the main story that sets it up. The best thing to do to watch it and understand it is to watch Strong World Episode 0 after episode 425 then watch 426-429 and then watch movie 10 (Strong World). This list will get you all the way past episode 500 for when to watch the movies.

I will be honest...you can skip almost all the post-Alabasta filler but I implore you to AT LEAST watch Episode 131 if you like Chopper as it is a nice character piece and a "cool down" from the revelations of 130. You can skip everything else but PLEASE consider doing 131.

I would add to that and say do 131-135. Those episodes are my favorite filler in all of One Piece. They are very good and add to the characters.
