No Jotaro's outfit didn't change. The animation for this episode was for some reason far more detailed than before so you see a lot more stuff now.

I saw jojo on Crunchyroll initially so I did see the censored version at first, but dang i must have seen uncensored a lot since then because i do not remember them censoring this much! You're meant to see Jotaro's hand all melted, Crunchyroll really does go overboard with the censorship huh.

It's interesting, because I saw it on crunchyroll myself and I don't remember it being censored. But I have seen plenty of reactions, so maybe I did see it censored and just don't remember it at all. Interesting they only censored on Jotaro, but not the normal rats or the old couple.
