Shanks and his crew were in Luffy's village for one year from when Luffy was age 6-7. Luffy had always wanted to be a pirate but as you could see Shanks inspired Luffy to aim higher to become King of the pirates. During that time Shanks did become a role model and father figure to Luffy, but they aren't blood related, to luffy though family doesn't matter if you are a blood relation or not

Also as a side note on the devil fruits, only one person has one of the powers at any one time, and not being able to swim is something that affects all devil fruit users.
