In my apartment building people used to do this AND turn the water off until management told everyone, in no uncertain terms to stop doing that as it fried the electrical circuitry all the time.

I’m someone who tries to be overly helpful/accommodating, so I would say “yes” to answer your question, and then immediately follow with “BUT you have to do this step first (or that step won’t work)”. There’s no point in saying yes to turn the dial if it’ll never do anything because there’s a missing step. I’m with you on this one!
