We don't know why it happens, we've only just recently made the connection between days when he's sneezing like crazy for no apparent reason, and days when it rains. And the harder he sneezed before, the harder it is about to rain.

If I had to guess, either pressure drop or humidity rise are doing it. Hard to test the former, but if you get a humidifier you could test the latter.

Probably the rise in humidity causes mold to release spores, which can cause allergy symptoms. My poor partner is allergic to showers because of the mold that's present in every shower no matter how much you scrub it out :D
