Ledger's licking his lips was a nervous tick he had when he was nervous, Nolan noted it and told him to add it to the Joker. Also the interrogation scene was one of the first scenes shot, Ledger told Bale not to hold back on the physical part of the interrogation, so those hits and tossing was bacically real.
