Honestly, I hated how Quirks are regarded and how the chief was acting all high and mighty and acting like the rules are absolute. Bro acting like rules can't be bent and that there can be no exceptions. Sure, in the end he made sure they didn't receive any punishment from the law but just because they did what you or other heroes couldn't do doesn't mean they didn't do the right thing. I'm sure he made sure that they weren't punished, but the fact he made sure that didn't happen just proves what he told those 3 was wrong, lol. Actually, the whole Froppy stuff is actually filler, lol. There was none of this in the manga.
