By default the Starlight Tights are just the panties, tights are attached to the heels on the Starlight Boots, they use Bibo+ so you must use Bibo+ in leg slot for them to work right (IE: the panties included in this set)

There is Extra Optional installs to combine tights with panties and heels by itself in the Options folder
