Step-by-step:

1 lineart

2  flats + gradient map over lineart layer

3 shading via multiply layer and color-picking. 

4 detailed shading / "ambient occlusion" (just giving depth where it is needed)

5 special effects - lightning (freehand drawing, motion blur + add (glow) effects

6 rim lighting to accompany the special effects. Finished
