Arya comes from a country where technology has flourished faster than usual. Due to this, it's very common that everyone there has technologial "enhancements" in some form, or even prosthetics in case they are missing body parts. 

Arya has an Eye and a Leg prosthetics, and her horn is an enhancement to make her real horns bigger, as a way to be more intimidating than she actually is! Haha
