The power levels is a friendly parody jab at Dragon Ball, or at least that's what I hear; Oda was inspired a lot by it. Either way, they only take raw strength into account so it's useless for those with powers or utility. I do think Baskerville is a reference to the hellhound from Doyle's book. More obviously, he has three heads because he guards the entrance to the proverbial hell like Cerberus. In the manga, the watchdogs' intro had some of the dogs "chatting" in the background.
