There's the catch...in the manga, Luffy actually got Chopper back after that round. I think Shelly wasn't even a real hostage after Chopper healed her gunshot wound before the games. In order to justify padding half of this arc with filler, this is where Toei created a divergent timeline with fun new content most fans despise. The anime must have been too close to catching up in 2005, there was so much filler. I still appreciate it more than most.
