I'm just now catching up on all the OP videos after falling behind because of work. I think the whole Arlong vs characters like Wapol thing you mention at the end has a lot to do with how competent they are. Arlong is a scumbag but he's strong and capable. However, Wapol is weak and moronic. Oda seems to use a lot of characters that fall under either wide umbrella of being very capable or extremely incapable such as Buggy, Helmepo, Wapol and then characters like Arlong, Kuro, etc. I'll avoid listing more to avoid spoilers but keep an eye out. I think in the cases like Wapol, Oda is trying to make the most punchable piece of trash imaginable so you want to see him get destroyed.
