So I want to clear up a confusion that is eventually addressed in an SBS (where Oda answers fan questions in the volume releases of the manga) roughly 150 chapters from where you are now, but is never explicitly stated in the manga/anime itself. Magellan is NOT a Logia Devil Fruit user. His Venom Venom fruit is actually classified as a Paramecia type just like Luffy's. That is why Luffy is able to hit him. The key difference here is that Logia users actually turn into the element of their fruit. Magellan, however, isn't turning into venom/poison but is actually coating his body with it and he's able to freely manipulate the poison he makes (hence being able to summon poison hydras).
