Basically the Dalek story is an evolution, that's why they seem so different here. Also, so is the Doctor. Various life experiences shape the way he is today. A recommendation to combat the slowness, maybe people won't like it but try watching the episodes at 1.25 x or even 1.5 x speed. It doesn't impact the way they speak or anything, but it does help fill in the white space. Try watching one you've seen already at these speeds to gauge for yourself if you think it will work.
