In the video, The date format reads as Year-Month-Date so 2019-01-05 . 5th Jan, 2019. Koreans follow this format :)

It's pretty standard to have another rehearsal on the day of the concert (or before any bigger performance/show). You run through the whole show to check if everything is perfect - sound, lighting, stage mechanics, pyrotechnics, etc. It's mostly for the technical aspect of the show, since every venue is slightly different and you have to adapt to certain things.
