Could you explain in short how I would be able to do that using your waffle template? How could I assign buildings to certain sectors and how to do street placement?

well starting with building placement you can take the waffle (before extruding), run it through dual mesh node, instance on those points

Using this method, do I have to manually move the buildings into place with the transform node or is there a way to assign buildings to select parts of the grid procedurally?
