Good work on the art thus far. She looks quite cute. Sailor Moon style maybe? Always fun. Could go really old school shojo and dress her up like Princess Sapphire from Osamu Tezuka's Princess Knight (can't get more classic than that).

I was thinking a magical girl outfit akin to those from Puella Magi Madoka Magicka, but there is a fair bit of variation between the girls' outfits in PMMM.... Would any you mentioned be particularly suited for implying wish-granting powers or questionable/manipulative motives? :D

I don't think so, but you could always dress her up like a Genie if you want wish-granting powers.
