First off, I feel Sis means well, but you can't abolish something and have no substance for a solution to the problem. She said we had ways before prison's and she is right... Street mobs! Public hangings and the like and we don't want that! And she is talking as if all criminals (true criminals, not falsely accused or petty) are mainly good people with bad circumstances. Some people want to do wrong and that's it! Some people love doing evil and don't care nothing about your art program or alternative methods and soon as they can do wrong again, they will.
