Someone correct me if I’m wrong but I’m pretty sure all humans have the capability to discover or use Nen. It’s just something “dormant” within you. So it’s possible the officers had the ability simply because of the birthing process and humans being able to have Nen in general. Haven’t read the manga in a while but if I’m wrong I’m wrong

All things created through Conjuration Nen are visible to normal people, They have to use *In* to make their ability invisible About that arrow thing, Chimera ants were born partially awakened, the Royal Guards were born fully awakened which makes them use or see nen from their birth

I believe the spider could feel the nen because when Kite was watching Gon fight the centipede the thing could sense the nen but he couldn't see the aura.

regarding your concern of the spider who could see the Nen arrow. if u accepted that Pito was born with Nen then I think it is logical that the spider could at least see the Nen arrow
