I think what the boss meant is that his stand was in range. His ability has a very wide range but he can’t really attack someone unless they’re close (bucciarati was a floor above him). So all that would happen to the others would be time skipping without any damage dealt to them like you saw in the beginning of ep 21. And about the boss knowing bucciarati would betray him, it’s surprisingly one of the things that gets properly explained later on.

The range the boss was talking about was basically his punching range. He could have easily used his time skip on all of them but it wouldn't matter if he can't reach them with his fists. Also since it was 1 vs 6 there's the possibility that one of the main crew could have learned his identity and escaped while he was fighting the rest. And as you know The boss won't let anyone know his true identity no matter what.

The range for king crimson’s time erasure is the entire living universe since it effects time. When he said giorno and bucciarati was in his range he meant they are close enough for king crimson to attack them. Basically there is 2 ranges, how far the stand can go from their user range and their ability range.

The problem with Talking Heads (the tongue stand) is it forces the user to always say the opposite of what they MEAN. So if you figure it out and decide to say the opposite of what you want, it won't affect you and just lets you say the opposite of what you want. Really annoying stand ability.

The time skip in itself doesn't have range tho, the whole universe is affected just like with The World

when the boss says range he is implying the time he has to get in position. He attacks with his stand which requires him to be point blank. While time is skipped he cant directly effect anyone otherwise he would just kill people in the skipped time
