Just a quick note on a part you missed Takemitchy is not first commander Draken said the jacket was Mikey's old uniform and he gifted it to Takemitchy. It said first commander because it was Mikey's old jacket that's why Takemitchy said he is not ready to wear it yet and Draken said make sure to take care of it.

Naoto explained it in an earlier episode that he is apart of Takamichi's power (hence the hand shake has to be with him) and that is why he is outside of the rewrite of time.
