The implication is that Shanks was waiting for something. Regardless Shanks certainly wants the One Piece which is why he threatened and robbed Kid of his poneglyph rubbings.

Agreed! Oda has been trolling us with Buggy the entire series. He feels like this anime's Mister Satan. Buggy lost to Luffy so early in the series then became a Warlord and now an Emperor. He is doing it all with cunning and despite the odds he has not given up on his dream. He's going to swoop in while the others are fighting.

Yep 😂, and whenever you try to predict some scenarios, Oda does the complete unpredictable one. Idk how Oda is going to play it out at the end, but definitely Buggy is going to reach somewhere far.
