*raises hand* While he deserves a slap, be damned if I'd do it. Now hear me out, I don't know if anyone is familiar with One Piece, but a general piece of lore is Devil Fruit users lose their power when exposed to the ocean, well in the series they have a special stone that mimics that effect and they have handcuffs made out of it. As far as I'm aware in the MHA world they don't have anything like that. In fact as far as we have been shown there's only been two methods that have been displayed to cancel out quirks deleter rounds and erasure. The number of deleter rounds is pretty limited as they were created using Eri and she is now under protection and erasure I'm guessing from the fact the doctor and All for One have wanted that power for a while. Also judging by the way All for One is restrained and seems to have special guards assigned to watch other him seemingly around the clock and knowing he has an attack that he could very possibly launch but is probably limited to be used only within the cell due to the cell's strength, those red and black tentacle things, I'd deem it too dangerous to slap him. Also I wouldn't even know if a deleter would necessarily work on him as really except for him/Shigaraki, Gigantomachia, and Deku have been shown to be actually alive and have multiple quirks. The closest two would be Shoto and Bakugo who both have combinations of their parents' quirks so I'm not sure if it would cancel all quirks or just one.

I think the deleter round cancel all the quirks since a combination of both ends up being just the one it’s a drug so As long as it flows in your blood stream no quirk would exist
