All For One is putting so much time and energy into Tomura because, as he said to All Might, he is his heir. All For One is no longer able to able to live out his dreams, so he'll raise Hell and high water to make sure Tomura can do it in his place. As for why Tomura in particular, don't forget he's Nana Shimura's grandson. That fact is a huge slap in the face to All Might, Nana and Gran Torino all at once, which makes it all the sweeter for him.
