Not what I would expect from a Dark Elf city. I thought Dark Elves lived in the Underdark, or is this a group who have split away from the Lolth worshipers?

As of 4.5 Elf's have bin split into factions. A large portion of Dark Elf factions do live in the Underdark and worship Lolth, but some live above as well (and then you can take Portal Doors into the mix and that adds even more change in geography).
