I am not sure if this was discussed but the part before Harvey (Two Face) was burned up, his coin was a same side coin (Heads only) so it will always show heads and it was never chance. Thats why he called it “I make my own luck”. Once he burnt his face and one side of the coin was blackened he gave up and relied solely on chance as the only thing that is fair in this world. With that context even though he had anger tendencies from the ambulance scene he was generally a good dude (or atleast thats what I feel the movie intended) and would not kill but just scare people.

Sorry, I'm not sure if I understand. Everyone in the movie thought Harvey was "generally a good dude" (that's why they lied about things so he could remain "the white knight" symbol and give people hope, even though he lost his way). I could just tell from pretty early on that things were going to go South for him, because there were lots of red flags telling me where his character arc was headed. So I'm not sure what your comment is responding to?
