This is half a mechanics question, half a... layout? question: "ARMOR 3-points of skin and scales" Does specifying points of armour (instead of something like "ARMOUR: 3 (skin and scales)") mean there's other armour that's not applied as points mechanically (like a percentage chance a la Lethality)?

No. It's just Armor as per the rules. It's just an Armor rating and a where the Armor rating comes from.
