My interpretation is that the bit of Oboro's personality that remained is his tendency to be a caretaker of a "gloomy little punk" (applicable to both Aizawa and Shigaraki lol), to borrow Present Mic's phrase from the episode. Also, fun little fact from the wiki, the cat Oboro picked up in the flashback is named Sushi, and Midnight (their senpai at the time) ended up adopting the cat. And to answer another question you brought up, Oboro's quirk is called Cloud. He can summon clouds dense enough to carry things or people, or he can ride on them or use them to store objects. So this quirk is the base for the smoke that Kurogiri unleashes to transport people. I'm guessing the teleportation aspect of Kurogiri's power came from an additional quirk given to him postmortem. Also now that I'm reading the wiki, I'm getting even sadder, because apparently Oboro was designed with the intention of being a Mirio-like figure in Aizawa's past :(
